  • City of Moscow Comprehensive Plan

    The Local Land Use Planning Act (LLUPA) requires cities and counties in Idaho to have comprehensive plans. Moscow is due for an update soon, and Hailey is excited to collaborate on its update with Council, City Staff, and the community at large when elected Mayor to make these important updates. The Comp Plan is the document that guides all decisions made at the city level - and it is heavily vetted, and formally adopted by the governing body.

    While other topic-specific plans are not required by Idaho code, Moscow has done a tremendous job with long-term planning engagement and documentation on a variety of topics: transportation, parks and rec facilities, and multi-modal transit. Several will see updates in the next several years, and as mayor, Hailey is eager to facilitate increased community engagement in the update process.

  • Association of Idaho Cities tools

    The Association of Idaho Cities (AIC) is an immensely important and influential coalition of elected leaders across the state. AIC helps train newly elected officials, and offers trainings on federal or state policy changes for municipal staff and officers. They offer several resources available to the general public, including building code education, energy code training, and aggregated municipal utility survey information.
